The University of Pennsylvania seeks to create and sustain learning, working and living environments that are free of sexual misconduct. The University’s Sexual Misconduct Policy (PDF) prohibits sexual harassment, sexual violence, relationship violence, stalking, inappropriate consensual romantic and sexual relations and retaliation against faculty, students, or staff who report having experienced, observed, or received complaints that allege violations of this Policy. The Office of the Associate Vice President for Equity and Title IX Officer (AVP) receives reports and manages responses to alleged violations of the Policy.

Confidential Consultation for Support and Advice

For members of the Penn community who are not ready to make a formal report to the University, confidential resources are available to provide support, advice, and options counseling to those impacted by sexual misconduct. Penn’s confidential resource offices are not required to disclose information provided to them to the Office of the AVP for Equity and Title IX Officer.  

In addition to campus resources, there are confidential resources not affiliated with Penn that provide support and assistance to those impacted by sexual misconduct. A list of selected resources is available at Resources.

Options for Making a Report to the University

The University has options for reporting issues and concerns under the University’s Sexual Misconduct Policy.

Office of the AVP and Title IX Officer

Office of the AVP for Equity and Title IX Officer oversees the investigation of complaints and other resolutions of reports to the University. You may contact the Office by:

Anonymous Reports

Anonymous reports of violations of the University’s Sexual Misconduct Policy (PDF) can be made through the University’s 215-P-COMPLY line by dialing 215-P-COMPLY (215-726-6759) or by submitting a report via the 215-P-COMPLY web portal. (Penn’s 215-P-COMPLY web portal uses the EthicsPoint system to protect the identity of the reporter.)

If you wish to report a concern anonymously through the 215-P-COMPLY phone line or web, you will be given a password. This password allows you to contact the 215-P-COMPLY line at a later date and allows the Office of the AVP and Title IX Officer to post messages to you to request additional information. You may also identify who you are when filing reports using the 215-P-COMPLY phone line or web, but request confidentiality about your identity as the inquiry goes forward. If you request this, your identity will be protected within legal limits.

Report to 215-P-COMPLY Line

All reports to the 215-P-COMPLY line alleging sexual misconduct are received by the Office of Audit, Compliance, and Privacy. The Office of Audit, Compliance, and Privacy then forwards those reports to the Office of the Associate Vice President for Equity and Title IX Officer for appropriate follow-up.
