Relationship between Confidential Resource Offices, Required Reporters, and the AVP-Title IX Office
Penn is committed to ensuring that all members of our community who have experienced sexual misconduct have the support and resources they need and understand the process options available to them. To that end, if an impacted community member requests a no-contact directive or other interim measures from Student Intervention Services, Human Resources, or a Required Reporter under the University’s Sexual Misconduct Policy, those offices and/or individuals will need to share the name of the requesting individual with the AVP-Title IX Office so that the AVP-Title IX Office can outreach to the impacted party to provide information about resources and process options, including investigative and non-investigative options. This information will remain private and will only be shared with others on a need-to-know basis to provide additional support or resources, or to effectuate requested or required process and procedures. Penn respects the autonomy of the impacted party and their agency to decide whether to respond to the outreach by the AVP-Title IX Office and to decide whether they want to pursue process under the University’s Sexual Misconduct Policy or elsewhere.
Impacted parties can make a report directly to the AVP-Title IX Office to receive information about process options and to be connected with support and resources or they can talk with one of Penn’s Confidential Resource Offices to receive support and options counseling before deciding to make a report to the AVP-Title IX Office.
When an impacted person is connected with the AVP-Title IX Office, the AVP for Equity and Title IX Officer, or their designee, will review all process options, and University jurisdiction, with the impacted person and guide them through their decision, including the filing of a complaint for potential disciplinary action, if the university has jurisdiction and the complainant chooses that option for resolution. An impacted person may be joined by an advisor/support person of their choice during these conversations about process options and any subsequent investigative process.
